Ella is a principal consultant for IOCI, adding nearly 30 years of public and private sector experience to the firm as a senior leader in global operations management, strategy and business development.


Ella has a master’s degree in national resource strategy from the Industrial College of the Armed Forces, National Defense University, and received her undergraduate degree in business management from Malone College.


As vice president of operations for KBRWYLE’s Government Services U.S. Operations, Maintenance and Logistics, Ella has managed a project portfolio of over $500 million and is responsible for business development, oversight and execution of federal sector operations and strategy for globally disbursed product lines. This includes base support, infrastructure services, contingency response operations, and maintenance and engineering related services throughout the world.

Prior to her role at KBRWYLE, Ella retired from the Defense Logistics Agency (DLA) after 26 years where she was a member of the senior executive service and head of DLA’s enterprise support office. In this position, Ella managed a $1 billion budget, multi-billion dollar programs and 1,400+ people at nine field locations worldwide.


Ella has been responsible for organizations with multiple offices worldwide, managing thousands of employees and budgets in excess of $1 billion. The scope of Ella’s executive leadership experience uniquely positions her as an effective thought leader, executive coach and business consultant for IOCI clients across a range of practice areas.

Through her leadership roles at both KBRWYLE and DLA, Ella offers our clients broad and deep executive-level experience in:

  • Federal contracting and pursuit management.
  • Base support and infrastructure services.
  • Environmental safety and occupational health program management and oversight.
  • Contingency response operations and maintenance, and engineering-related services.
  • Complex infrastructure deployment to support U.S. Government operations in austere environments such as Iraq, Afghanistan, Bosnia, Djibouti and Kuwait.
  • Workforce strategy and deployment, including employee development and talent acquisition that aligns with delivering business outcomes.
